Launch of Healthy Debt on a Healthy Planet: the Final Report of the Expert Review on Debt, Nature and Climate

The Final Report of the Expert Review on Debt, Nature and Climate will be launched in Washington DC during the Spring Meetings of the IMF and the World Bank.
The Expert Review on Debt, Nature and Climate has been established by the governments of Colombia, Kenya, France and Germany to examine how sovereign debt can be made more sustainable, both fiscally and environmentally. Its Independent Expert Group is co-chaired by Vera Songwe, former UN Assistant Secretary General, and Moritz Kraemer, former Chief Ratings Officer at S&P Global.
The final report of the Expert Review will be published on 18 April 2025. It will present a suite of policy recommendations aimed at helping countries break free of the ‘triple crisis’ of escalating debt burdens, climate change and nature loss. The recommendations will provide practical proposals on how to unlock finance for sustainable development - a task made even more urgent by the recent geopolitical events.
The Expert Review's Final Report follows its interim report published in October 2024, which analysed the 'vicious circle' by which increasingly frequent and severe environmental shocks are forcing many low- and middle-income countries to borrow more - at higher interest rates - to finance disaster response and recovery, while at the same time higher debt burdens reduce the fiscal space to pursue low-carbon, climate-resilient and nature-positive development.
The Final Report will be presented at a launch event in Washington DC on 24 April 2025 from 16.30-18.30 EDT during the Spring Meetings of the World Bank and IMF. It will be followed by a reception at the Residence of the Colombian Ambassador. The event will be livestreamed.
